Minutes:

James Starbuck, Corporate Director apologised for his inability to attend the meeting.

 

2.

Personal matters

Minutes:

i.       Condolences were extended to the family of Councillor Hag Harris who recently passed away. Tributes were paid to Councillor Hag Harris for his vast contribution to politics in Ceredigion. Sincere sympathy was extended to his partner and family.

A minute’s silence was observed in his memory.

ii.      Congratulations were extended to Professor Robert Glyn Hewinson CBE of Aberystwyth who was awarded for his services to Animal Health and Welfare in the Queen’s Birthday Honours.

iii.    Congratulations were extended to Owen Evans CBE, former S4C Chief Executive, now Chief Inspector of Her Majesty's Inspectorate for Education and Training in Wales, who was awarded in the Queen’s Birthday Honours.

iv.    Congratulations were extended to Brynmor Williams MBE, originally from Ceredigion, who was awarded in the Queen’s Birthday Honours.

v.     Congratulations were also extended to Pam Kelly, former Deputy Chief Constable for Dyfed Powys Police, now a Chief Constable for Gwent Police, who was awarded the Queen’s Police Medal. 

vi.    Congratulations were extended to Felinfach YFC on winning the county rally, to Penparc YFC who came second and to Llanwenog YFC on hosting the successful event. Best wishes were extended to all members competing at the Royal Welsh Show.

vii.  Congratulations were extended to Ceredigion’s children, young people and teachers on their success at the recent Urdd National Eisteddfod held in Denbighshire.

viii. Congratulations were extended to Helen Medi Williams and Lona Phillips, founders and leaders of Adran Aberystwyth, who were awarded the John and Ceridwen Hughes Memorial Award at the Urdd National Eisteddfod.

ix.    Congratulations were extended to Twm Ebbsworth from Llanwnnen on winning the Crown at the Urdd National Eisteddfod and to Elain Roberts from New Quay for taking third place in the same competition. Congratulations were also extended to Catrin Jones from Llanwnnen on winning the Young Artist Scholarship.

x.     Best wishes were extended to Drizzle Joe Thomas from Aberystwyth, who competed at the Urdd National Eisteddfod from hospital in Manchester whilst receiving treatment.

xi.    Condolences were extended to the family of Mark Purslow, a past pupil of Aberaeron Comprehensive School, who tragically lost his life recently.

xii.  Congratulations were extended to Rhys Norrington-Davies, from Talybont and the Welsh national football team on recently qualifying for the 2022 FIFA World Cup.

It was noted that the above petition had been received and would be dealt with in accordance with the guidelines in the Petitions Protocol.

To consider the report of the Corporate Lead Officer for Legal and Governance upon the Political Restrictions on Local Government Employees Policy including feedback from the Overview & Scrutiny Committee pdf icon PDF 629 KB

DECISION:

i.       To approve the amended Political Restrictions on Local Government Employees Policy (at Appendix 1).

ii.      To note the feedback from the Corporate Resources Overview and Scrutiny Committee.

 

Reason for the decision:

Monitoring of the Council’s legislative duties in relation to politically restricted/sensitive posts including the maintenance of the Council’s Register.

To consider the report of the Corporate Lead Officer for Schools and Culture upon the School Admissions Policy 2023/2024 pdf icon PDF 1 MB

DECISION:

To accept the Policy for the admission of pupils for 2023/2024.

 

Reason for the decision:

To have a policy in place for 2023/2024.

 

10.

To consider the report of the Corporate Lead Officer for Schools and Culture upon the Tender for the Refurbishment and Extension Works at Cardigan Primary School pdf icon PDF 145 KB

Minutes:

DECISION:

To approve the appointment of the successful bidder to enable the refurbishment and extension works at Cardigan Primary School to commence during the summer holidays.

 

Reason for the decision:

To deliver the Cardigan Primary School project included within the Band B Sustainable Communities for Learning 2 and comply with procurement rules included within the Council Constitution.
