A210239 Proposed formation of agricultural access track, Land at Cilgraig,
Capel Dewi, Llandysul
To DEFER determination of the application
pending the submission of both a geo-technical report and full details of the surface water drainage proposals, with the Corporate Lead
Officer for Economy and Regeneration then being authorised to APPROVE the
application subject to conditions to include a planting scheme in lieu of the
loss of hedgerow. The application be represented to
Committee if this information was not presented within an acceptable timeline.

field access was required which differed to the view of the officers in the
report
·
Information
had been submitted that there was a need for the new access
·
Accept the
access would have a visual impact, however, on balance, the proposed entrance
would be safer than the current access and Members considered that safety
outweighed any detrimental visual impact
·
The
Local Highways Authority had no objection to the proposed access

To DEFER determination of the application for
one month for the applicant to discuss with the Local Planning Authority
whether they would consider amending the application to an affordable or TAN 6
dwelling, with the Corporate Lead Officer for Economy and Regeneration being authorised
to APPROVE an amended satisfactory application subject to conditions and a Section 106 legal agreement., The
application to be represented to committee if
no agreement was reached on the proposal.

To APPROVE the application subject to conditions and a Section 106
Agreement, the Local Planning
Authority to discuss with the applicant an appropriate phasing scheme for the
development, preferably for the affordable dwellings to be built prior to the
open market dwellings.
Members were of the opinion that the application could
be approved for the following reasons:-

Accept the rate of growth stated at this location,
however, due to the lack of development in other areas such as Aberaeron, this
application was therefore welcomed
·
Currently applications in other areas could not be
granted planning permission due to issues with phosphates , therefore building
at this location was needed
·
The affordable housing provision within the
development was welcomed

To DEFER determination of the application to allow the applicant
to submit a Flood Consequence Assessment, the application then to be referred
to Natural Resources Wales (NRW) for consideration, the Corporate Lead Officer
Economy and Regeneration being authorised to APPROVE the application subject to
the FCA being acceptable and satisfactory to NRW.
Members were of the opinion that the application could
be approved for the following reasons:-

In principle the application was within policy,
however, a Flood Consequence Assessment was required prior to approval
·
Supports the economy of the county in a different
way
·
This application complies with Policy S04
·
Welsh policy wants Local Planning Authorities to
support the countryside
