To consider planning applications deferred at previous Meetings of the Committee Minutes: Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee:- A230293 Erection of a rural enterprise dwelling (TAN 6) and shed, Land Adj. Maespwll, Talgarreg, Llandysul A recorded vote was taken in accordance with Part 4, Document I of the Council’s Constitution due to the Committee’s decision being contrary to the Officer recommendation and a significant departure from policy. Councillor Marc Davies proposed against the recommendation, and was seconded by Councillor Meirion Davies For the recommendation: Against the recommendation: Councillors Ifan Davies, Marc Davies, Meirion Davies, Raymond Evans, Rhodri Evans, Hugh Hughes, Chris James, Maldwyn Lewis, Sian Maehrlein and Carl Worrall (10) Against: none Abstaining: none It was agreed to APPROVE the application subject to a Section 106 Obligation for a rural enterprise dwelling and shed. Members did not agree with the recommendation of the Officers and were of the opinion that the application could be approved for the following reasons: • The application adheres to Planning Policy Wales, Edition 12, paragraph 5.4.16 Business Clusters • The application complies with paragraph 4.6 New dwellings on new enterprises and 4.7. and 4.7.1 Rural enterprise dwelling appraisals of TAN 6 • The revised Planning Policy Wales, Edition 12 was more positive towards these developments than in previous guidance • The application supports a local business which also works in a cluster with another business nearby; which was of mutual benefit to both within Talgarreg • Existing building on site already with access and therefore not a greenfield site • Site Inspection Panel were of view site was acceptable for the development • It was essential to live on site due to security reasons • There wasn’t another suitable site in the local vicinity for this development • Consolidate business on one site • It promotes the local economy and supports community • It supports the Welsh Language and the local school
_________________________________________________________________ A230865 Proposed showroom and MOT/Workshop building to replace existing workshop, Whitehall Garage, Stryd Fawr, Llanon It was agreed to APPROVE the application subject to condition(s) which would secure suitable noise mitigation and the recent bat survey and green infrastructure report that had been submitted being adequate. Members did not agree with the recommendation of the Officers and were of the opinion that the application could be approved for the following reasons: • Supports the local economy in Llanon • Officers wished to support the application but had concerns. • The Site Inspection Panel had been on site to consider the concerns raised by Officers and mitigation regarding noise, sound and visual impact of the development had been achieved • The application complies with policy DM22 General Environmental Protection and Enhancement as sound installation panels would be installed • In relation to DM06 High Quality Design and Placemaking this application improved the existing site ________________________________________________________________ |
