Minutes:

Councillor Ifan Davies apologised for his inability to attend the beginning of the meeting, and joined proceedings at 10:45am.

Personal Matters

Minutes:

The Chairman welcomed everyone to the meeting and took the opportunity to wish Mr Alan Davies, Corporate Manager Planning Services, well following his recent hospital stay. Members also welcomed Councillor Mark Strong who was in attendance on zoom and wished him well.

 

Councillor Rhodri Evans took the opportunity to thank Officers involved in a recent illegal development at Trychrug, Talsarn, for dealing with this investigation and resolving in a swift and professional manner. Councillor Marc Davies reiterated the above and wished it noted in the minutes that Ceredigion County Council do use enforcement procedures when necessary using the most appropriate means of action.  The Chairman also thanked the Officers involved.

Consideration was given to the Report of the Corporate Lead Officer – Economy and        Regeneration on the following planning application which had been considered at a       previous meeting and which required further consideration by the Committee:

 

 

 

 

  During consideration of the application below, exempt information was presented as

  defined in Paragraph 12 and 13 of Part 4 of Schedule 12A to the Local Government

  Act 1972 as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007. It was agreed that the public and press would be excluded from the meeting during consideration, in accordance with Section 100B(2) of the Act. Following consideration of this exempt information, the committee returned to a public domain. The Public and Press were excluded at 10:30am and re-admitted at 10:45am.

 

  A210091 Retrospective planning application for agricultural implement

  and storage shed and improvements to existing vehicular access, Land opposite

  Tan Yr Allt, Coxhead, Tregaron.

 

  To REFUSE the application for the following reasons:

 

1.    The application fails to demonstrate a need for the proposed development in this location. Therefore there is not sufficient justification for allowing development in the open countryside in line with national planning policy. The proposal is therefore contrary to Technical Advice Note 6: Planning for Sustainable Rural Communities (2010).

2.    The proposal by virtue of its siting on the track-bed of the former Aberystwyth to Carmarthen railway line fails to protect former transport infrastructure which has potential to provide sustainable travel contrary to policy DM04: Sustainable Travel Infrastructure as a Material Consideration of the adopted Ceredigion County Council’s Local Development Plan (LDP).

3.The application site is located in a prominent location in the landscape away from any lawful built form. Therefore, the siting and scale of the development is considered to be detrimental to the character and appearance of the landscape and area. Consequently, the proposed development is contrary to Policies DM06 and DM17 of the Local Development Plan.

Mr Oliver Cooper (Agent) addressed the Committee in accordance with the Operational procedure for Members of the Public addressing the Development Control Committee.

To APPROVE the application subject to conditions and the completion of a section 106 Agreement.

Members wished it to be noted in the minutes that they had concern that again they had difficulty in hearing speakers on zoom in the Chamber.
