To consider planning applications deferred at previous Meetings of the Committee pdf icon PDF 916 KB

Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee:-

 

 

A240757 Proposed demolition of the existing residential properties and redevelopment for residential development and associated works, Former Bodlondeb Care Home Penparcau Road, Aberystwyth

 

To DEFER determination of the application, the Corporate Lead Officer being authorised to approve the application if a suitable path on the site could be agreed, and to REFUSE if no agreement could be reached.

 

The following information was noted:-

         There was an historical path on the site

         Members were disappointed that Wales & West Housing Association did not consider the views of the Local Members who represented their local residents on the need of the path

         It was important to emphasise that the Committee were seeking solutions to address these issues that effected the whole community with the applicant

         That the Chair would be consulted on any proposals of the design of the path, and if there were any concerns he would consult with the Committee accordingly

 

If no agreement could be reached regarding providing a path, it was AGREED that the application could be REFUSED for the following reasons:-

 

         The application was against DM04 Sustainable Travel as historically, there had been a linkage between the open area and the site, and therefore it wasn’t good planning to close these links

         The need for Wales & West Housing Association to discuss with officers regarding the need for this path and that it should have been part of the design of the development at the beginning as integrated, well-connected communities that require quality access and inclusive communities

         The application was also against DM06 as the development contributed to the creation of mixed, socially inclusive communities and should not create ghettos of the affluent and the poor.

         Wales & West Housing Association should listen to the concerns of the local residents and work with the Local Authority on a way forward

         The path recommended would promote social cohesion and promote a better community due to existing houses

         The path would assist in the health and wellbeing of residents

         Without a path there would be impact of pollution on users due to heavy goods vehicles if residents walked up the very steep hill of Heol y Pont

         Providing a scheme which was accessible for all and that links well to the surrounding area and nearby facilities on a relatively flat area above was required. If this was not addressed there would be a dependence on the Heol y Pont access. This would also allow residents to basically start walking on that level and walk around the higher level without difficulties of walking through Heol Y Pont

         The Site Inspection Panel had been of great assistance in observing the site
