To consider planning applications deferred at previous Meetings of the Committee Minutes: Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee:- A211191 Change of use of land to tourism use, to allow the erection of a pair of cabins for use as holiday accommodation, along with associated works including parking spaces and installation of drainage systems, Hafodhir Uchaf, Bethania, Llanon To REFUSE the application for the following reasons:- 1. The proposal was unsustainably located and considered to be in conflict with policies S01, S04 & LU14 of the CeredigionLocal Development Plan 2007-2022 (Adopted 25th April, 2013) A210592 Erection of a dwelling, Plot Rear of Brynmorwel, Brynhoffnant, Llandysul To REFUSE the application for the following reasons:- 1.The proposed development is considered to detrimentally impact the residential amenity of neighbouring properties contrary to DM06 of the LDP. 2. The proposal would be harmful to highway safety, contrary to Planning Policy Wales Technical Advice Note 18 and LDP Policy DM06 that inter alia requires new development to provide a safe environment by ensuring that the design of buildings and associated access routes implement fundamental safety principles 3. In the absence of a signed section 106 legal agreement, the proposed development has failed to satisfy Policy S05 of the Ceredigion Local Development Plan 2007-2022 (adopted 2013). 4. No Community and Linguistic Impact Assessment (CLIA) has been submitted in support of the application and as such the local planning authority is not in a position to assess the impacts of the proposed development on the Linguistic profile of Brynhoffnant contrary to DM01 of the Ceredigion Local Development Plan 2007-2022 (adopted 2013) A220511 Erection of an affordable dwelling, Lleine, Ferwig, Cardigan Members voted as follows- For the recommendation to REFUSE the application:- Rhodri Davies and Mark Strong (2) Against the recommendation to REFUSE the application :- Ifan Davies, Marc Davies, Meirion Davies, Rhodri Evans, Geraint Wyn Hughes, Hugh Hughes, Ceris Jones. Gareth Lloyd, Sian Maehrlein and Carl Worrall (10) Following the vote, the decision therefore was to APPROVE the application subject to the removal of permitted development rights. Members did not agree with the recommendation the Officers the following reasons:- • The proposed dwelling was adjacent to the settlement and this had been confirmed when the site inspection panel visited the site • The issue of size is addressed by revoking the permitted development rights on the dwelling |

local authority and statutory planning Applications:- A211019 Aberaeron Coastal Defence Scheme including the construction of a rock breakwater extending out from North Pier, refurbishment and rebuilding of pier head of South Pier, construction of flood walls, construction of flood gate at Pwll Cam inner harbour and improvements to the existing defences on South Beach, Aberaeron Harbour & South Beach, Aber To APPROVE the application subject to conditions. The Local Member, Councillor Elizabeth Evans following the vote entered the Chamber to thank Mr Rhodri Llwyd, Corporate Lead Officer – Highways & Environmental Service and his team for all their work in submitting this planning application. She stated that the approval of this application would secure the safety of residents in Aberaeron and the prosperity of the Town going forward. ____________________________________________________________
