To consider planning applications deferred at previous Meetings of the Committee Minutes: Consideration was
given to the Report of the Corporate Lead Officer – Economy and Regeneration on
the following planning applications which had been considered at a previous meeting
and which required further consideration by the Committee:- A210091
Retrospective planning application for agricultural implement and storage shed
and improvements to existing vehicular access, Land opposite Tan Yr Allt, Coxhead, Tregaron To DEFER determination of the application in
accordance with Option 4 of the Operational Procedures of the Development
Management Committee, as additional planning information was brought to the
attention of the members or planning officer post publication of the
Development Management Committee agenda and papers. _________________________________________________________ A210982 Proposed 3 no. glamping pods,
alterations to existing access and installation of package treatment plant, Pendre, Llanfihangel-y-creuddyn, Aberystwyth To APPROVE the application subject to
conditions. Members were of the opinion that the
application could be approved for the following reasons:- ·
The
planning service accepts that the application was within policy, they were only
against the location of the proposed pods ·
The
location of the pods were not prominent on the
landscape ·
This
location was more acceptable than other locations as the applicant did not own
the land adjacent, other land on the farm was used for their pumpkin business,
and was near to a listed building ·
There
would be improvement to road safety ·
The
Site Inspection Panel had carried out their work by visiting the site and
agreeing that the proposed site was acceptable |

Development, Advertisement, Local Authority and Statutory Applications Minutes: Consideration was given to the Report of
the
Corporate Lead Officer Economy and Regeneration upon
development, advertisement; local
authority and statutory planning Applications:- A210686 Erection of a rural enterprise dwelling to include storage and workshop
building, installation of package treatment plant and modifications to existing
gated access. To DEFER determination
of the application in accordance with Option 4 of the Operational Procedures of
the Development Management Committee, as additional planning information was
brought to the attention of the members or planning officer post publication of
the Development Management Committee agenda and papers. _____________________________________________ Mr
M Rees (applicant) and Mrs G Jenkins (agent) addressed the
Committee in accordance with the temporary addendum to the Operational
procedure for Members of the Public addressing the Development Control
Committee in response to Covid-19 A220060 Residential Development, Brynawelon, Caerwedros, Llandysul To APPROVE the application subject to
conditions and subject to a Section 106 Planning Obligation, in order to secure
two out of the five dwellings as affordable homes, as offered as part of the
proposal (and not 20% of the development as stated in policy). The S.106
Obligation would also include a mechanism for the future management &
maintenance of the open space as required by policy LU24 of the LDP. The planning permission is to be subject to
conditions, including conditions that would:- restrict the number of units to a
maximum of 5, that would ensure that the development is commenced within 18
months of the outline permission (or 9 months from the approval of the reserved
matters, whichever is the later), that the floorspace of the affordable
dwellings be restricted to 137sqm in size, that the dwellings are connected to
the public sewer and that the proposed open space provision be included as part
of the subsequent application for the approval of reserved matters, as per the
requirements of policy LU24. Members did not agree with the
recommendation of the Officers and were of the opinion that the application
could be approved for the following reasons:- ·
Caerwedros was a
suitable location as New Quay did not have currently any potential for
development and developments had been coming forwards in Caerwedros ·
LDP
allows Caerwedros to come forward for development,
and this would be an extension to an existing site which was a suitable site
located in the village ·
These
dwellings would provide housing for local people together with an affordable
element and there was an existing need ·
This
application was within a link settlement and had essential services such as the
