To consider planning applications deferred at previous Meetings of the Committee Minutes: Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee:-
A210463 Proposed erection of a single storey dwelling, Land At Woodcroft Capel Dewi, Aberystwyth To note that the application had been WITHDRAWN prior to the meeting ________________________________________________________________________ A210464 Erection of steel framed storage shed to be used for the storage of machinery and fodder, Tyncelyn Fields, Llangeitho, Tregaron To REFUSE the application for the following reasons: 1. The application fails to demonstrate a need for the proposed development in this location.Therefore there was not sufficient justification for allowing development in the open countryside in line with national planning policy. The proposal was therefore contrary to Technical Advice Note 6: Planning for Sustainable Rural Communities (2010). 2.The application site was located in a prominent location in the landscape away from any lawful built form. Therefore, the siting and scale of the development was considered to be detrimental to the character and appearance of the landscape and area. Consequently, the proposed development is contrary to Policies DM06 and DM17 of the Local Development Plan. ______________________________________________________________________ |

Development, Advertisement, Local Authority and Statutory Applications Minutes: Consideration was given to the Report of the Corporate Lead Officer Economy and Regeneration upon development, advertisement; local authority and statutory planning Applications:- Miss Emma Rowbotham (Applicant) addressed the Committee in accordance
with the temporary addendum to the Operational procedure for Members of the
Public addressing the Development Control Committee in response to Covid-19 A210390 Proposed rural enterprise dwelling to include installation of
package treatment plant, Land at Tynant, Tynreithyn, Tregaron
To APPROVE the application subject to conditions (including a TAN6
occupancy condition) and a Section 106 legal which would tie the dwelling to
the land and existing
building. Members did not agree with the recommendation of Officers and were of the
opinion that the application could be approved for the
following reasons:- ·
The
application complied with TAN 6 Rural Enterprise dwellings policy ·
The
application was within Policy S04 6.6.1 of the LDP as there was a justifiable
rural enterprise need ·
The
applicant had agreed to tie the dwelling to the land (which was not in the
ownership of Ceredigion CC) and existing building ·
The
application complied with 4.4 of TAN 6 – New dwellings on established rural
enterprises as follows:- a. there is a clearly established existing functional need; b. the need relates to a full-time worker, and does not relate to a
part-time requirement; c. the enterprise concerned has
been established for at least three years, profitable for at least one of them
and both the enterprise and the business need for the job, is currently
financially sound, and has a clear prospect of remaining so; d. the functional need could not be fulfilled by another dwelling or by
converting an existing suitable building already on the land holding comprising
the enterprise, or any other existing accommodation in the locality which is
suitable and available for occupation by the worker concerned; and e. other normal planning requirements, for example siting and access, are
satisfied. ·
The
application complies with 4.5.1 (point 2)There was an existing functional need
for an additional 0.5 or more of a full time worker and that person obtains at
least 50% of a Grade 2 Standard Worker salary, (as defined by the latest
version of the Agricultural Wages Order), from the farm business. _____________________________________________________________________ Mr Carol and Jack Deal (Applicant) addressed the Committee in accordance
with the temporary addendum to the Operational procedure for Members of the
Public addressing the Development Control Committee in response to Covid-19 A210725 Erection of a livestock polytunnel to
house livestock comprising of sheep on smallholding, Tegfan,
Llanwenog Llanybydder To APPROVE the application subject to conditions to include that
the polytunnel was only used
